The Director of Prevention, Juvenile Justice, and Equity reports to the Associate
Executive Director, Downstate and is in charge of the overall coordination of COFCCA’s
prevention, juvenile justice, and Diversity, Equity, and Inclusion (DEI) activities statewide.
Primarily responsible for identifying and coordinating work on all professional practice,
policy and regulatory issues related to prevention services and juvenile justice at the City
and the State levels, and developing programming to support COFCCA’s Diversity,
Equity and Inclusion work.
Primary Objectives: The Director will be a strong advocate for the interests of
COFCCA’s provider organizations, children, youth, and families, with a proven ability to
analyze policy and practice, and implement effective advocacy strategies. The Director
will be committed to diversity, equity, and inclusion. The Director will have
demonstrated ability to think strategically and to build and maintain strong
relationships with stakeholders in pursuit of identified goals. The Director will work
collaboratively with the COFCCA team and member agencies to support quality services
for children and their families.
• Serve as strategist and, when appropriate, representative on all matters related to
prevention, juvenile justice, and DEI related priorities with Administration for
Children’s Services, other Local Social Services Districts, and the New York State
Office of Children and Family Services;
• Manage and nurture critical relationships with New York City and State
• Support COFCCA’s prevention services and juvenile justice providers through
organizing and leading meetings for prevention services and juvenile justice
• Serve as advisor to the President & CEO and Associate Executive Directors on
prevention, juvenile justice, and DEI related COFCCA priorities;
• Brief the Associate Executive Directors and CEO as needed on critical issues of
policy and practice, and in preparation for key meetings;
• Develop COFCCA’s positions on prevention, juvenile justice, and DEI-related
priorities as they relate to COFCCA’s membership, and work with other senior
staff to develop and present policy positions to legislators, members and other
• Serve as primary staff person for COFCCA committees, such as Prevention
Directors, Juvenile Justice Workgroup, and COFCCA meetings on diversity, equity,
• Provide technical support on policy issues and advocacy efforts as needed;
• Attend and testify at City Council and State Government Hearings on Prevention
Services, Juvenile Justice, and DEI when appropriate;
• Develop and conduct forums on emerging issues in child welfare for the Center
for Excellence; · Partner with prevention and juvenile justice providers to
collaboratively review policy, procedures, RFPs, and contracts to submit written
comments to government funders;
• Support the work of borough-wide coalitions of prevention service providers;
• Advise members of emerging policy and practice matters;
• Work with COFCCA staff and members to identify and prioritize advocacy items;
and3 · Speak at membership meetings and other events as needed.
• 3-5 years’ experience in public policy and/or leadership or practice experience in
the areas of child welfare and juvenile justice;
• Experience in related government, legislative, social work, public policy areas;
• Experience in an association setting preferred.
• Exceptional written and oral communication skills with demonstrated experience
conveying key messages in a clear, timely and succinct manner.
• Demonstrated capacity to absorb complex issues, organize effective strategy and
effectively carry the strategy to completion.
• Proficient in Microsoft Office. Personal Qualifications

• Bachelor’s Degree required.
• Masters of Social Work, Masters in Public Policy, JD, or similar Advanced degree
