GENERAL SUMMARY
Manage all aspects of fiscal budgeting and fiscal reporting of the agency. The position will work closely with the CFO and the controller to set up systems to prepare the annual budget and any funder reports. Assist program managers with fiscal support. Supervise reporting staff.

 DUTIES & RESPONSIBILITIES

Position Specifications
• Funder/contract management
o Preparation of program budgets and reports including relevant governmental financial reports (ie: NYS CFR, SSOP, etc)
o Contract administration, liaison with fiscal/budget officers of relevant funders
o Ensure programs are benefiting from all funder programs to maximize revenue
o Ongoing management of rates to ensure appeals can be accurately and timely filed
o Coordinate compliance with program and other staff functions to ensure reporting deadlines are met
o Manage appeal and reconciliation process to minimize time between appeal and collection of funds
o Collect past due accounts receivable
o Ensure accounting allocation methodologies employed by Agency to allocate cost are reasonably representative of actual costs
• Budget Management
o Take lead in preparation of Agency budget.
o Prepare monthly budget versus actual reports for the program heads
o Assist the Controller in the preparation and distribution of key performance metrics to the appropriate program heads.
o Review monthly accounting results and compare to budgets and report findings to appropriate fiscal and program personnel
o Provide adhoc analysis related to the program and expansions and contractions
o Provide guidance to transaction processing teams to ensure data is recorded timely and accurately
o Provide guidance to accounting department with respect to the most appropriate way to record transactions so information needs are
met
o Prepare fiscal scenarios to assess impact of proposed changes in funding and/or spending
o Prepare fiscal models to analyze financial requirements of new or expansions (or contractions) of programs
o Prepare cash flow report projections for programs under management

• Audit management
o Assist in development of audit related work-papers
o Liaison with program auditors and agencies independent accountants with respect to all fiscal matters.

• Other
o Prepare ad hoc analysis and reports to support Agency management, board and other constituents as requested
o Participate in development modification of internal policies and procedures to improve efficiency, internal controls and/or compliance
with funder requirements
o Training of staff as necessary
o Assist the Controller in the monthly close of the accounting records and all subsidiary ledgers
o Provide day to day management of staff performing above tasks. Recommend various personnel actions, including, but not limited to, hiring, performance appraisals, promotions and vacation schedules. Perform other related duties incidental to the work described herein
o Provide leadership and direction with regard to improving processes, controls and workflow
o Enhance the use of technology
o Identify and implement processes and procedures which result in operating efficiencies within the department and in the programs.

 JOB SPECIFICATIONS (Skills, Knowledge, Ability)
• Cultural and Socioeconomic Characteristics:
Ability to interact with and complete assignments in a manner sensitive to the service population’s cultural and socioeconomic characteristics.
o Demonstrated understanding of Generally Accepted accounting Principles to assess how transactions need to be recorded and how they impact not for profit organizations.
o Familiarity with funder rules and regulations and maintain this familiarity
o Understanding of processing flow for areas noted to evaluate the impact of workflow changes.
o Analytical ability to facilitate the analysis of results of work and communicate to program and fiscal staff.
o Familiar with Access databases (use, not necessarily development).
o Familiar with computerized general ledger systems (Prefer FundEZ experience)
o Understanding of fiscal audits to understand nature of record keeping and documentation required by auditors
o Ability to drive and must have a NYS valid, non-restricted driver's license

 EDUCATION & EXPERIENCE
• Bachelor Degree in Accounting or Finance required, CPA or MBA preferred
• At least 8 years of professional accounting experience (required) in social services organization (preferred)
• Prefer experience with social service agency funded by either or both NYC Administration for Children’s Services (ACS) or NYS Office of People with Developmental Disabilities (OPWDD)
